The problem is that the 'が' wasn't considered as valid UTF-8 in glibc
2.31-4:

| $ echo 'ça va が' | LC_ALL=C.UTF-8 iconv -f utf-8 -t ascii//translit
| ca va iconv: illegal input sequence at position 7

With glibc 2.31-5 it is considered as valid, although not
transliterable:

| $ echo 'ça va が' | LC_ALL=C.UTF-8 iconv -f utf-8 -t ascii//translit
| ca va ?
