[Pkg-javascript-devel] Bug#978033: node-autoprefixer: build ruby-autoprefixer-rails binary

Now node-autoprefixer includes autoprefixer-rails as a component in 
source package (for its build directory). We can build 
ruby-autoprefixer-rails binary package from the same source and drop 
libjs-autoprefixer (there is no such independant browser library 
upstream and it was specifically created for use in 
autoprefixer-rails). This will reduce the maintenance burden.
