[Pkg-javascript-devel] Bug#949277: Provide an option to specify build-needed restriction to autopkgtest

Hi,

autopkgtest must test installed files, not generated ones, so rebuild
for test is not a good idea I think. The problem with node-levn is that
"make test" requires "make build". I fixed node-levn in salsa. Could you
take a look?

I think also that copied files may keep file timestamp, so that Makefile
may detect that generated files don't need to be rebuilt. This requires
a simple change in pkg-js-autopkgtest. Let's test that !
