[Pkg-javascript-devel] [RFS] node-webassemblyjs

Hi,
In order to fix webpack(currently broken in unstable), I have modified
node-webassemblyjs to build with nodejs (<=  11) (as nodejs12 transition is
expected to take time).

It builds fine in a clean chroot, and I have fixed most of the lintian
stuff; there are however a few file permission based lintian warnings left,
which were present earlier as well (and fixing shebang + doing `chmod +x`
with dh_fixperms doesn't seem to have any effect).

I have pushed my changes to my local fork here[1].
Needs review and
sponsorship (this will happen after a few minor changes, I guess)
