I don't think removing nodejs dependency when there is a command 
interface is policy compliant. In case of pure libraries it is a not a 
problem since the application that depends on the library will have a 
dependency on nodejs. But in this case, pegjs command will not work 
without nodejs installed and there is no other package to pull nodejs. 
So when a package is not a pure library and its command line is 
independently used, I think it will need to split into 2 binary 
packages and Provides is not enough.
