Strange, there is a debian/libjs-popper.js.maintscript which contains

  dir_to_symlink /usr/share/javascript/popper.js \
                 ../nodejs/popper.js/dist 1.14.6+ds2-1~

and /usr/share/nodejs/popper.js contains:
