According to https://tracker.debian.org/pkg/node-terser I successfully 
released uglifyjs.terser 4.1.2-9 2021-11-05.

...but I think you are right that ~ is more correct, so use this:

  Breaks: uglifyjs.terser (<< 4.1.2-10~)
