[Pkg-javascript-devel] Bug#1010981: npm2deb should try tags without v prefix before falling back to npm registry tarballs

Some modules have tags without v prefix, for example
https://github.com/fontello/ttf2eot/tags

So npm2deb should fall back to looking for tags without v prefix before
falling back to npm registry tarballs.
