AFAIUI, this is an explicit check in the package that tzdata is at version 2024a.
This is no longer the case sine 2024-10-02, when tzdata 2024b was
uploaded to unstable. Fortunately, upstream made changes to accomodate
for that new update in
https://github.com/moment/moment-timezone/commit/f51dc2eadb1e047115b07f331dd0f2bcf9933217
and has a new upstream release
https://github.com/moment/moment-timezone/releases/tag/0.5.46 which was
released on 2024-10-06.
Tina, it seems you did the last upstream upgrade in 2024-04-22. Do you think you can
do another upstream upgrade soon to fix this RC bug?
