Then I propose to file a bugreport against each of the packages, CC'ing
the most recent actual uploaders listed Uploaders, proposing to either
a) ensure that the package has at least two uploaders, or b) move the
package out of team-maintenance, or c) drop the package.

If none of those actions are taken after some time, or the bugreport
responded to in other ways, treat it as a sign that the package is
effectively abandoned, and use your team membership as implicit approval
to take action however you feel.
