It's mostly a web service in front of OpenLDAP (or any LDAP server). Its 
role is to maintain consistency between OpenLDAP and other servers (like 
Apache-James) and also consistency inside OpenLDAP data.

Arch: no more write access to LDAP servers (except ldap-rest), all 
change operations are done via it using REST APIs

So I think "net" is better that "util" or "admin" here
