Hi,

ckeditor4 is end of lifed
since June 2023: https://ckeditor.com/blog/ckeditor-4-end-of-life/

ckeditor4 LTS is commercial
see https://github.com/ckeditor/ckeditor4/blob/master/LICENSE.md

Corresponding RC bug is #1102677

The only reverse-dependency of ckeditor is php-horde-editor which looks
not maintained:

  $ rmadison php-horde-editor
  php-horde-editor | 2.0.5+debian0-5   | oldoldstable | source, all
  php-horde-editor | 2.0.5+debian0-5   | oldstable    | source, all
  php-horde-editor | 2.0.5+debian0-5.1 | unstable     | source, all

  RC-bug #1042715 related to previous version of ckeditor.

So it should be safe to drop these 2 packages from Debian/sid
