Well, this is not totally true. See:

By the way, this package would need a new upload, because it currently
lags several versions behind upstream. My understanding is that Balint
(the current maintainer) no longer has time to care about Julia.

The patch debian/patches/unversioned-system-load-path.patch in the
julia package is also related to this (by simplifying the load path for
Julia packages).

Some time ago I started a common packaging infrastructure (to be
incorporated in a package called julia-pkg-dev). It is unfinished work,
but I could send you the current state of this effort if you are
interested.

For the time being, my impression is however that packaging julia 0.4
is more urgent.
