I'm not understanding the theoretical problem, would you explain it please?
Lintian complains about the current method:
dh-exec-install-not-allowed-here.

This will also make backports more difficult.
On the subject of backports, is the versioned dependency on unicode-data
(>= 8.0) required? I built dsfmt, utf8proc and julia for armhf on
Ubuntu Trusty, which only has unicode-data 6.3.0-2, and it seemed OK.
