libblas-dev and liblapack-dev are both dependencies of libarpack2-dev.

I should probably run wrap-and-sort.

I still need to tweak the architectures on the libopenblas(-dev) and
libopenlibm(-dev) depends to match the architectures where those are
available.  On that note, openblas 0.2.15 has been released, and I
think it should build on ppc64el now.
