It is done! Please give julia 0.3.12-1 one last round of testing.

As soon as the PCRE2 package is uploaded, I will commit the orig
tarball for julia 0.4.1 (or later). I think an achievable goal
for 0.4 is to enable as many tests as possible on the platforms
where it succeeds to build. The new --skip argument to runtests.jl
will allow us to exclude failing tests.
