Graham, what do you think of uploading 0.3.12-2 this week?

Julia won’t enter testing for another 8 days due to the suitesparse
transition [1], and I would like to push the 0.4 packaging to master
as soon as the pcre2 package (currently in NEW queue) is accepted.
