[Pkg-julia-devel] LLVM 3.8 in Experimental

LLVM 3.8 is now in Experimental and has been sync'd into Ubuntu Xenial.

I'm preparing to upload Julia 0.4.3-2 to Experimental after LLVM has 
built on the architectures where Julia builds (except for armel, which 
has already failed).

I still want to look at migrating julia-dbg to an automatic dbgsym [1] 
package and whether any changes are needed to comply with policy 3.9.7.0 
[2].

The problem with the armhf build in Ubuntu doesn't seem to be a bug in 
Julia and seems to be Ubuntu specific.
The binNMU for the suitesparse transition on 2016-01-26 was successful 
in Debian [3].
I am unable to build 0.4.3-1 and 0.4.2-3 (which built previously) on a 
Raspberry Pi 2 running Ubuntu Xenial.
I'm going to check if LLVM 3.8 helps.
