[Pkg-julia-devel] LLVM 3.8 in Experimental

In Ubuntu, the amd64 and ppc64el builds were successful, but i386 failed 
with the message 'piece covers entire variable' as in upstream issue 
#13754 [1].
Including the patch [2] mentioned in that issue solved the problem (and 
didn't seem to break the other builds).

LLVM 3.8 RC2 was uploaded earlier [3], but is unable to build because of 
uninstallable build-dependencies.
I expect that will be fixed soon so I will wait for that before uploading.
