OK, so that is confirmed then.

Any ideas on where to disable NEON?  I couldn't find anything explicitly 
enabling it in the Julia source.  The problem seems to have appeared 
when we switched from LLVM 3.7 to LLVM 3.8, so perhaps a new default in 
LLVM?

How does this affect the option of uploading binaries built on a 
porterbox instead of a buildd?

I assume that Julia built in this way will not run on an armhf machine 
without NEON.
