[Pkg-julia-devel] openlibm on armhf

Hi

Staticfloat has done some great work cleaning up the ARCH handling and 
fixing the floating-point status register code for armhf [1].

I intend cherry-picking the code to fix the armhf build and uploading 
this to Debian.
I suspect only one commit is needed [2], but I will do some tests on 
real armhf hardware before uploading.

If this works well, I'd like to switch Julia to use libopenlibm instead 
of libm on armhf and upload before January 25.
Any objections?
