The arm64 build was successful on the second attempt.

The bug was fixed and libopenblas-dev was built for mips64el.

The first attempt at building julia 0.4.7-5 on mips64el [1] failed at an 
odd place, right at the end of the build:

debian/shlibdeps __gmpz_get_str >> debian/julia.links.tmp
echo " /usr/lib/mips64el-linux-gnuabi64/julia/libgmp.so" >> 
debian/julia.links.tmp
debian/shlibdeps pow >> debian/julia.links.tmp
Segmentation fault

I attempted three manual builds on eller.debian.org, and each time the 
segfault occurred at a different place:

debian/shlibdeps fftw_init_threads >> debian/julia.links.tmp
Segmentation fault

debian/shlibdeps daxpy_ >> debian/julia.links.tmp
Segmentation fault

debian/shlibdeps snaupd_ >> debian/julia.links.tmp
Segmentation fault

Running the offending command again did not cause a segfault.  Any 
ideas?  Otherwise, I know of a few outstanding binutils bugs with 
mips64el.  I will try again in a few days.
