[Pkg-julia-devel] Bug#905826: libjulia depends on libblas.so.3 instead of openblas?

A user suggested that we build julia against libblas.so.3 instead
of openblas, as said here

However I have literally no interest to build julia against netlib blas
when OpenBLAS is available.
