[Pkg-julia-devel] Bug#911813: use ptrdiff_t as the type of size instead of int

This change is similar to changes about BLAS's 64-bit-index version.
However, I doubt whether there is only Julia using this package.
If so, it's much easier for us to directly bump API and ABI.
