You were right - the only problem was that xmlreader didn't recognise
some tags (shortDescription and _description) and that there are
indeed bugs in /etc/X11/xkb/rules/xorg.xml.  Ckbcomp seams to work
flawlessly.

Today I updated console-setup to work properly with the Xorg files.

I noticed that the xlibs package has too many dependencies.  Thats why
the console-setup binary package has to include its own version of
/etc/X11/xkb.

Here is my short-term future plan:

1. Add the Terminus font to console-setup
2. Generate the binary package console-terminus by console-setup
   and not by xfonts-terminus (as it is now)
3. Upload simultaneously the new versions of console-setup and
   xfonts-terminus
4. Use console-setup instead of console-cyrillic in d-i for the
   Cyrillic languages
