Yes, as mentioned in this bug report, it has been fixed upstream in
xkeyboard-config, which will be the default in Debian (binary package
is xkb-data, whereas XKB files from X.Org pristine are shipped in
xkb-data-legacy).  These packages are available in experimental, if
you want to have a look.
BTW in ckbcomp, you define
  my @xdirs = ('/etc/console-setup/ckb',
               '/etc/X11/xkb',
               '/usr/X11R6/lib/X11/xkb');
So even if you do not get keymaps from xkb-data, it will be a good idea
anyway to replace the last two directories by /usr/share/X11/xkb.
