Console-setup (and console-setup-mini) depend on kbd or console-tools
because these packages provide the required utilities to change the
font and the keyboard on the console.  On the other hand console-setup
does not depend on console-data because console-setup uses its own
data.

Currently the package console-data asks Debconf questions about the
keyboard on the console.  One solution in my opinion will be to make
kbd and console-tools not to depend on console-data.  This will allow
the users to install either console-data or console-setup at their
discretion.
