If dpkg-reconfigure is infoked from the text console, then yes - it
resets the consoles automatically.  The problem is that due to bug in
the X server if you switch to X and then back to the console, the boot
console setup will be returned.  In order to make the setup by
console-setup permanent, you have to reboot your machine.
