[Pkg-kbd-devel] Bug#420785: console-setup: Esperanto locale check is wrong

The Esperanto locale check in debian/config.proto is wrong; while I
think it has been different in the past, the current Esperanto locales
defined in /usr/share/i18n/SUPPORTED are eo and eo.UTF-8, not anything
matching eo_*. Patch attached.
