xkb-data by default

The keymap definitions in Keyboard/ckb/ are getting a bit stale; for
instance, Kurdish keyboards are missing
(https://launchpad.net/bugs/71864). Is there any reason not to just go
with the ones xkb-data ships? It looks like this may have been an
oversight - the xkbdir definition in debian/rules doesn't take full
effect because Makefile sets it to something different, and to override
that you need to pass it on the make command line rather than merely
exporting it to the environment. Patch attached.
Thanks,
