Some packages aren't aware dumpkeys moved:

$ dpkg-reconfigure console-data
Looking for keymap to install:
us
/usr/sbin/install-keymap: line 73: /usr/bin/dumpkeys: No such file or directory
Failed to dump keymap!
This might be because your console cannot be opened.  Perhaps you don't have
a video card, are connected via the serial console or ssh.
Not loading keymap!
