I’m afraid I cannot reproduce the bug you are describing.  At least on
my system, openvt will readily open VTs up to much higher numbers.  Can
you give me a specific command line which fails?  An error message, if
applicable, would also be useful.

There actually is an undocumented DO_VCSTIME option for /etc/kbd/config,
but vcstime doesn’t really work either way.  I’ll definitely look into
this problem.
