No it will accept a lower version number into unstable. As one is allowed to 
upload to experimental and unstable independantly.

Problem is anyone who already has experimental version won't automatically 
upgrade to the final 0.8.0 in unstable that way. But I still think that is 
the way to go.

We could then upload a dummy package to experimental to even things out, then 
when upstream release 0.8.1 all will be restored.  Lets not use epocs 1:, 
because if we do we will have them forever.
