Bug#363918: [Pkg-kde-extras] Bug#363918: Package needs to be rebuilt against new version of libxrender-dev. Cannot build KphotoAlbum against it.

Yes, they do.

Unfortunately not.  The candidate set of affected packages is "all packages
which transitively build-depend on libxrender-dev or libxcursor-dev and ship
.la files".  A very irritating set to calculate...
