Only in (pkg-kde) debian.  the 98_buildprep.diff is the diff after a

	make -f Makefile.cvs

run.  checkout

svn ls svn+ssh://ach-guest@svn.debian.org/svn/pkg-kde/scripts

I use the alias

alias create-buildprep='PATH=/home/ach/src/pkg-kde-scripts:$PATH ~/src/pkg-kde-scripts/create-buildprep'

and then

	cd ..
	create-buildprep kipi-plugins-0.1.1
