The ksynaptics package in unstable (and soon testing) does indeed depend on 
the libsynaptics package:

http://packages.debian.org/unstable/kde/ksynaptics

You should be able to find the debian packages of libsynaptics here:
http://packages.debian.org/unstable/libs/libsynaptics0

But apt should automaticall pull this in when you install ksynaptics:
# apt-get install ksynaptics
Reading package lists... Done

  libsynaptics0
