The konfigurator is a part of Krusader.
Settings >Configure_Krusader >Startup
remove the "X" in the box by Show Splashscreen.
You are correct, that many applications splashscreens
hold the system hostage on Pentium 1s and 2s.
The Kde desktop is not a requirement for running
Krusader; only kdebase, kdelibs, a couple of other
libraries. Try it, it should help to turn off the
splashy.
