Hi David,
I think that both you and I at my first read misred policy. When re-reading, I 
realized that this talks about several packages *using* a configuration file. 
We are in a case where only xserver-xorg uses xorg.conf, while ksynaptics 
would only *modify* it (as a "related package").

Do you agree with this, and if so, do you agree that the trivial 
implementation proposed would be acceptable?
