[Pkg-kde-extras] qtemu can't migrate to testing, plus it's not useful on arches without qemu

At the moment qtemu cannot migrate to testing because it is built on
architectures where qemu is not available, and qtemu Depends: qemu.
Besides that, and probably more importantly, it is not useful at all on
those architectures.
May I suggest that you only provide packages for architectures where
qemu is available. To do this, you can either (that I can think of):
* restrict the Architecture field on debian/control to those
architectures where qemu is built (currently, amd64, i386 and ppc)
* do not restrict the Architecture field, but Build-Depend on qemu
instead; this ensures that the package will not be built (or even
attempted to) where qemu is not available, plus you don't need a new
upload when a new architecture builds qemu
In any case, after you implement one of the above (I'd suggest the
second), you should file a bug against ftp.debian.org requesting for the
removal of all !i386 !amd64 !powerpc qtemu binaries. Otherwise, the
package will not be elegible for migration to testing.
