[Pkg-kde-extras] Bug#445292: pykdeextensions: Doesn't comply to the current python policy, hardcodes python 2.4

Justification: Python policy

This package should be named python-kdeextensions, according to the 
python policy.

Furthermore, there are several issues in this package that prevent 
upgrading to python 2.5:
 * The 2.4 version is hardcoded in debian/rules.
 * CDBS' python-distutils.mk is used but without selecting a packaging 
   system. See http://wiki.debian.org/DebianPython/NewPolicy for some 
   hints about CDBS.
 * Some scripts have /usr/bin/python2.4 in their shebang, leading to a 
   spurious dependency on python2.4.
