Actually, there's a script run daily that checks if the version in
testing and unstable is the same, and it resets the counter if that's
the case. This allows to avoid the downsides of other methods. Output is
available at http://qa.debian.org/~lucas/testing-status.html btw.

However, in the case of kdebluetooth, 1.0~beta7-1 was uploaded the same
day as 0.99+1.0beta2-8 migrated to testing. So the script never saw
testing and unstable in sync. 

This is unfortunately difficult to avoid without making the script much
more complex.
