[Pkg-kde-extras] Bug#477343: digikam: Wish DigikamImagePlugins package

I wonder why there is not a package for DigikamImagePlugins. World would
be a better place if there were one.
It provides stunting plugins (including those that use CImg library)
which are not avalable at kipi-plugins package; some are available for
krita.
