[Pkg-kde-extras] Bug#477914: kile: Kile's auto *brackets* activetes duplicate *quotation marks*

When I activate "Auto brackets" in Configure -> Editor -> Editing, on
top of automatically inserting closing brackets, kile duplicates input
for " and '. 

- Quotation marks are not brackets. They behave differently (in LaTeX)
than brackets and have a different use. They deserve an extra option
setting for users who wish to "auto duplicate quotation marks". 

- Automatic duplication of quotation marks breaks use of the
'german.sty', ie. LaTeX/kile can no longer be efficiently used with
certain language settings.

Because of the different behaviour of brackets and quotation marks, kile
should not activate duplication of *quotation marks*, when *auto
brackets* are selected. Please move the functionality to an extra
configuration setting.
