I still think that having a rule for each device is more robust, but if
this is not feasible then looks like that there are no other
alternatives. I suggest to use whatever index libgphoto2 uses on other
distributions and N-1 for hpijs.
The libgphoto2 rules file needs to be messed with anyway, since nowadays
we know that it's better to install the rules files directly in rules.d/
without using symlinks.
