[Pkg-kde-extras] Bug#471441: kile: Kile's auto *brackets* wrongly activetes duplicate *quotation marks*

When I activate "Auto brackets" in Configure -> Editor -> Editing, on top of automatically inserting closing 
brackets, kile duplicates input for " and '. 

- Automatic duplication of quotation marks breaks use of the 'german.sty', ie. LaTeX/kile can no longer be 
efficiently used with certain language settings.

- Quotation marks are not brackets. They behave differently (in LaTeX) than brackets and have a different use. They 
at least deserve an extra option setting for users who wish to "auto duplicate quotation marks". 

Because of the different behaviour of brackets and quotation marks, kile should not activate duplication of 
*quotation marks*, when *auto brackets* are selected. Please remove the functionality or move it to an extra configuration 
setting.
