Looking at this some more, I notice that Bandwidth Scheduler is overriding
manually changed settings (through System Tray icon).

This is causing the problem and maybe this is by design. If this is by
design then this bug can be closed. However, I would like to suggest that
manual setting should be able to override scheduler. Seems sensible to me.
