[Pkg-kde-extras] Bug#530418: ktorrent: Automatic speed adjustment plugin request

It would be nice if the ktorrent developers implemented a plugin 
similar to azureus's auto-speed 
http://azureuswiki.com/index.php/Auto_Speed . With the 
recommended settings given by the aplication options, ktorrent 
utilizes most of the connection bandwidth and doing something else 
(e.g. sending/receiving mail) while ktorrent is running is not a 
pleasant experience.
