[Pkg-kde-extras] Bug#564574: kipi-plugins: Fixes for the missing caption problem

I have provided sample fix for this problem, please, see
https://bugs.kde.org/show_bug.cgi?id=199317 for details.

The first patch (fb-caption-hack) is not suitable for inclusion into
the Debian package but gives hints how to fix it.

The second patch (lang-alt-fix) is for libkexiv2 that is part of
kdegraphics package. I am filing a bug against it now, so that this
workaround can be included in Debian.
