The only similarity between TaskJuggler and TaskJugglerIII is the name.

TaskJuggler is a Qt3/KDE3 based GUI app (packaged by the KDE Extras team)
TaskJugglerIII is a commandline ruby app, which in my opinion fits better in a 
ruby team.

I would suggest you to speak with ruby people about it.
