[Pkg-kde-extras] Bug#700404: kipi-plugins-common: should pull kipi-plugins as depend

Dear Maintainer,

Installing kipi-plugins-common alone does not suggest nor depend on kipi-plugins, so
in KDE Menu several entries are made but the referred programs are not on the system
(for example dngconverter, panorama, ...), 

kipi-plugins (without -common) provides these programs and should be set as
dependency in kipi-plugins-common.
